each time there is a pulse on pin t, the output changes its state (pin 53s).
if, while the output is power supplied (pin 53s = +24v), pin 31 is energized at +24v,
the output immediately opens and any change of pin t doesnt change output state.
when reset turns off (pin 31 = open), circuit goes back to initial state.
