signal in frequency on pin31 is checked. if the frequency is higher than 150hz, the output is
deactivated; otherwise it remains on for max 25 sec. if input t switches to open before 25-sec
time ends, the output is switched to open too. whatever the state of pin t is, it is not possible to
start the engine twice; once the output is deactivated, it cant switch to +12v.
restart is possible only when the control unit starts being power supplied again (pin15).
